Pre-paid Credit Cards or International Debit Cards

I'm looking for an International Debit Card or Prepaid Debit Master Card, not a Prepaid Virtual Visa Card. It must be a card that's refundable and be able to draw funds from atms worldwide.
Please help.

I use 2checkout for my website credit card deals then transfer the money to my payoneer card and have used it here locally and online to make payments.

Thank you very much for your reply. I know about Payoneer, I've contacted them before. Their cards can only be obtained through their business partners, like iStock Photo, Mediawhiz, SFI & Elance.
Regarding 2CO, this Debit Master Card is just right. At the moment I'm only doing affiliate marketing and do not have my website yet, when I have my own site up and running I will open an account with 2CO and apply for the Payoneer card. Thank you once again, you have been most helpful.
