100% Positive but black listed?

I'v come across some users who have 100% postive or are majority positive ratings but they are titled black listed. I have been wondering what it means or how this comes about.

There could be a number of reasons. They could have two accounts where only 1 is permitted. There could be account payment issues. There could also be issues with shill bidding.

They could also owe BoB fees and aren't paying up!
