    If I sell an item which the buyer is not happy with for what ever reason and a full refund is issued by me am I entitled to file a SNC to recover my BOB fees on this transaction?

    yes as far as I know.

    Remember to keep all documentation regarding the refund. We refunded a guy a few months ago in full and about a week or so ago he emails us asking for his refund and will report us to BoB yada yada yet we had the deposit slip and everything. We told him we are taking legal action as he was trying to extort money from us.

    Yes, you may file a SNC after the refund has been done. But it must be within 60 days from the close of the item/auction.
